President's instructions at the meeting on agriculture

The President instructed to allocate preferential loans directly to grain producers and reduce the cost of fertilizers by 15%.

In 2024, a system of granting preferential loans directly to farmers will be introduced in grain production, similar to that used in cotton farming, the President of Uzbekistan said. He also instructed to import imported cotton seeds and reduce the cost of fertilizers by 15%.

Preferential loans in grain production

This year, Uzbekistan's grain industry will introduce a system of providing preferential loans directly to farmers, similar to that used in cotton farming. This was stated by President Shavkat Mirziyoyev at a meeting on Monday.

The costs of transporting and storing wheat purchased with state resources will be fully covered from the budget in 2024, the meeting said.

As noted in the Newspaper.uz" in the Ministry of Agriculture, before that loans to farmers were provided through clusters, which led to an increase in the cost of grain growers' products.

"Innovative approaches are needed"

In 2023, agricultural production increased by 4.1%, amounting to 426 trillion soums, and exports reached almost 2 billion dollars. A total of 3.7 million tons of cotton and 8 million tons of grain were received.

The President stressed the need for an innovative approach to work and increase production in conditions of limited land and water resources, as well as the introduction of industrial culture into the industry. The average yield per hectare in Uzbekistan is lower than in advanced countries, while fertilizers, fuel and water are used twice as much, he noted.

Shavkat Mirziyoyev said that it is possible to achieve cotton yields of up to 50 quintals, and grain yields of up to 100 quintals per hectare, if productive seeds are purchased abroad and farmers are trained in new agricultural technologies.

Foreign cotton seeds

This year, for the first time, planting of foreign cotton seeds is allowed, but, the president noted, so far the Cotton Growing Council, the Agency for Quarantine and Plant Protection and the regional khokims have not made a final decision on where and what varieties of seeds to import and where to plant them.

Shavkat Mirziyoyev instructed to bring 3,000 tons of seeds from abroad within a month. He stressed the importance of planting high-yielding foreign cotton varieties on 100,000 hectares of land this year.

The Head of State separately noted the issue of farmers' interest. Today, raw cotton is sold through the stock exchange. Cotton prices on the New York Stock Exchange are rising. In grain farming, farmers' incomes have doubled due to the introduction of market relations, he said.

"If a farmer is interested, he will be able to work without subsidies from the state. Such times will come, and this is my goal," Shavkat Mirziyoyev said.

Reduce the cost of fertilizers

Shavkat Mirziyoyev also set the task of providing agriculture with 900 thousand tons of mineral fertilizers, reducing their cost by 15%. To do this, it is planned to increase the daily volume of supply on the stock exchange from 600 to 900 thousand tons and organize additional fertilizer warehouses in 70 districts.

In addition, it is planned to take control of the quality and margin on mineral fertilizers. Conditions will be created for farmers to purchase fertilizers at their own expense through preferential financial mechanisms (for example, installment payments based on bank and insurance guarantees, reduced interest on loans).

The procedure for mandatory registration on the logistics portal of transport for the transportation of mineral fertilizers from warehouses will be canceled.
