According to the presidential press service, farmers will be able to choose the clusters with which they will enter into a contract for the sale of surplus crops. At the meeting, Shavkat Mirziyoyev noted that there was a violation of accounting discipline between certain clusters and farmers. “In 20 clusters, payments are made on site, in 122 clusters there is a debt to the Agricultural Fund, another 27 clusters have not paid farmers money for the 2022 cotton harvest.
Likewise, farmers have debts to the clusters,” the president said. In this regard, issues of creating clusters, as well as introducing a new system of relationships between them and farmers, were identified. In each region, new clusters will be faced with requirements for financial performance, production capacity and technical support.
It will be necessary to have a two-step recycling process. “Farmers will have the right to enter into a futures contract with any cluster within one region and, after fulfilling the contract, sell surplus crops through the exchange,” the head of state said. Farmers will be provided with preferential loans in the form of a 60 percent advance for growing cotton and crops starting next year.
